Explanation
When multiple routing sources offer a route to the same prefix, the router compares administrative distance (AD) first. A static route has an AD of 1, while OSPF has an AD of 110, so the static route is preferred and installed. Metric is only compared between routes from the same source. Equal-cost load balancing applies to multiple paths from the same protocol with equal metrics.
